Over 13 years in tech, I have run my own web studio, led client projects at major web agencies, and managed digital product development at Gazprom Neft's Digital Transformation Center. I have worked with public-sector clients, and at a startup I was independently responsible for the entire product - from the idea and business logic to developing, launching, and operating the web service.
Today I bring that experience together in one role and lead a website or web service end to end: I understand the business problem, design the structure and architecture, build the backend and integrations, test the result, and launch it. The client works directly with me, without the task being passed down a chain, and I am personally accountable for the technical decisions and the final result.

Yes, the website design is included. I work from brand guidelines, an existing visual style, or agreed references. A new logo and complete brand identity are separate tasks.
I am responsible for the structure, correct implementation, forms, performance, mobile version, and conversion measurement. Sales volume also depends on the offer, pricing, traffic, and how inquiries are handled.
The website includes analytics events that make the result measurable and the page improvable.

The initial conversation and preliminary timeline and budget estimate are free. For a new website, that is usually enough to define the scope and start the project.
A separate paid diagnostic is needed only when the state of someone else's code cannot be understood safely from a link and description. You receive a standalone result: identified issues, risks, and a work plan. If we continue the development together, its fee is credited toward the overall budget.
For 30 days, I fix defects within the agreed scope. Further support can be ordered as separate tasks or a monthly package. Ongoing support is not mandatory.
